add function that allows !quote command to call quotes more specifically by typing all or part of the quote

e.g. !quote hayden i'm or !quote you have to

add weighted randomization so that when calling randomized quotes or insults/jokes/etc. it doesn't repeat the same ones over and over in succession, removing previously posted options from the randomized pool until each option within the set has been chosen at least once then resetting the set to begin again, reducing repetition in pulling choices which diminishes enjoyment and therefore value of functions
