Move code from main application #2

This PR adds all the requisite metadata files (build instructions, readme, etc.), then moves the code and tests for LiveField out of the main application.

@adepue I think this is ready to go (for realz this time). Mind taking a look? Once this is merged in and ready, I'll open a PR in the main app to pull this into external.
