Set/obtain DPL upper power limit via MQTT #1047

As discussed in #724 and encouraged in https://github.com/helgeerbe/OpenDTU-OnBattery/issues/724#issuecomment-2157512882 I did the copy&paste. Upper power limits sent to topic '/powerlimiter/cmd/upper_power_limit' via MQTT can be read from topic '/powerlimiter/status/upper_power_limit'.
