PlasmaPy & aiapy require Python 3.10 #8

It's time to bump this environment from Python 3.9 to 3.10. We can't pull in the latest versions of PlasmaPy nor aiapy because they require 3.10.

To avoid triggering the Docker deploys nightly I will temporarily ignore new updates to these two packages. But this is a hack that must be undone when we upgrade to 3.10

Environment has been updated to use Python 3.10. These packages are no longer an issue. This is resolved.
