Number conversion bug #35

First noticed discrepancies when running check:data with reconciliation on. See https://github.com/helium/blockchain-node/issues/66#issue-1030794859

Identified bug:

Calls using "github.com/ybbus/jsonrpc" will infer numbers as floats in exponent format.
When converting float to string, resolution is lost causing a sort of rounding error
