This PR updates all the ROS workspace build scripts to use the Stretch URDF tool to update the ros urdf/meshes during installation.

@hello-fazil, let's leave the 18.04 and 20.04 workspaces as they are. Testing it would be difficult, especially with 18.04 as I'm not sure if the new tool works with Python2.

Agreed! Now, the requested changes are pushed and tested with a production install robot.
