Minor bump because of region changes.

Does this need a changelog because it could break scripts because you are required to specify --region?

Update: We won't be making the breaking change. We'll need to make it backwards-compatible before bumping the version.

66 introduces region auto-detection based on the app's region, which should clear us for a release once that merges.
