Use heroku-pg to query write errors from the DB #83

This depends on #84 for it to work properly. Otherwise, this now shows both _trigger_log and _trigger_log_archive failed writes.

We've decided to not merge and ship this. I think I will add this to the documentation for this command though so users can run this query themselves.
