Publish docs on github pages #77

Provide a github action file to build the docs and deploy a github page from it to host the docs.

I managed to publish Sphinx docs on https://hezarai.github.io/hezar/. But it still needs a lot of work I think.

The docs seem to be formatted and deployed perfectly. The manual docs are written in Markdown and the source docs will be generated in reStructuredText using autodoc.
