search individual by value, e.g. label #24

Right now, individuals can only be filtered using text matching on the suffix. However, sometimes users may search for the label. For example, the resource AgfaPacsImpaxAppRisPacsReporting has the label "RIS/PACS/Reporting (Radiology Information System/Picture Archiving and Communications System) Solution"@en. We could also display the labels instead of the suffixes.
