Option to add notes or comments to clip board stuff and option to make it so one can lock

essentially i want something similar to tags but not
and option to lock tabs so i cant edit and stuff stays in the set order

making tags for everything but there cumbersome and pinning all of the notes (tho that doesnt full fix it)
Additional context
so i want to use it for barcodes but making tabs describing what each one does is annoying so i wish to be acle to add a note/comment to the clip
