Update markup and styles to the latest version of hmrc/govuk-template #18

Add hmrc/govuk-template into component-library

The markup and assets from govuk-template in component library do not match the markup and assets used from govuk-template we have in production:

public-assets
govuk_template.scala.html

This work brings in the gov-uk-template markup and assets to the component library

Speaking with @rpowis we will update production govuk_template assets to the latest version rather than taking component-library work back to the version of govuk_template we use
