Sdt 644 publish design system #37

This PR updates the markup and some styles to get the Design System looking like the GOV.UK one.

@csabascript Anything in the design-system/modules stylesheets has come over form the GOV.UK versions 1:1. I'm not going to make any changes to them in order to keep identical as possible. That should make updating easier. At least until they actually publish the template.
