Add mobile navigation to the Design System template.

Build a mobile navigation data structure
Add Handlebars tags to convert the data structure to markup
Port styles from the GDS mobile menu to use elements mixins, etc.
Port GDS mobile navigation javascript
Add clasess and aria tags to markup to support mobile menu behaviour
