Resolves #39. Users may now download a file or use local file #62

Users may now choose to either download a file or use a file from their local file system.

Hey @jefffohl I think this is really nice impl! imho we don't need to worry about non-CORS servers so much, as the impl. would be even more difficult. I was not sure if the PR is ready or you wanna make more changes, so please merge as you see fit
