Ensure configuration directory exists #91

Without this change, the configuration edits fail.

Never mind, this is actually in https://github.com/hubspotdevops/puppet-nexus/blob/master/manifests/package.pp#L111 but I have nexus_work_dir_manage set to false because of reasons.
