security considerations #28

My draft for the Security Considerations section

Looks good. I see some language cleanup that could be applied, and it would be good to have a session where we go through the changes section-by-section, but I think that will mostly be polishing. I suggest we merge this, do a language/clarity clean up (one person) and then dig for comments about each section.
