adds a background task for bootstrapping attributes
also adds a few config envs like - shouldExit on failure, max retries, and delay interval in each retry.

These changes will help in the reduction of the config-bootstrap containers in a local HT setup mode.

@here build will fail, for now, once dependent PR will be merged on config-bootstrapper side, it will be resolved by updating submodule.
