Energy calibration improvement #183

Minor updates to the energy bin and ELUT scripts plus an upload of the latest table files.

It looks like the update to ScienceEnergyChannels_1000.csv hasn't made it to STIX-CONF I will make a pull request for that and the new ELUT once it is confirmed.
