Ability to 'sign off' on a TAF assessment project #36

Define the process to finalise or sign off on a TAF stock assessment project.

This could be linked to the audit process, where the group agree that this (TAF project) is the final assessment. Then, a stock coordinator and ADG chair to sign off?

However, for TAF we simply need a flag to say it is signed off and able to be used downstream.

We may also have flags to represent the ICES advice process.

I think the workflow in the Miro board seems very reasonable. Are there also guidelines, a grading rubric, or something similar for what to check and how to score? I think a clear grading rubric would ensure efficient and consistent audits, and make it clear for everyone what is expected, and it can also be used when writing the code - not just to correct it.

Ideas from WKFAQ: Could be usefult to DB the check list results somehow.
Then a summary of the checks access a chain of TAF analyses can be queried for a data product....
