Description

Collects requested Exception records filtered by ProgramId, DonorId, and Donor Submitter Ids

Unit Test output in ticket -- shows 5 types of formatted Exception records Records are sorted according to spec but sorting is not enforced, will be completed in follow up ticket: #1143
