[normal] Frontend has two different styles of drop-down lists

Steps to reproduce:

1. Login to system under Admin and go to a "Персони" tab.
2. Click "+Додати персону" button to open "Нова персона" form.
3. Go to "Адреса" tab.

Expected result: "Адреса" tab should be opened and style of drop-down lists should be SAME for following fields:

• "Територіальна одиниця"
• "Тип"

Actual result: "Адреса" tab is opened and style of drop-down lists is DIFFERENT for following fields:

• Style1: "Територіальна одиниця":

• Style2: "Тип":

Style1 is more preferable. PLEASE NOTE that style of drop-down lists should be the same all over Frontend.
