Proposed new check for Major Light population #5

As part of changes to portrayal rules to reflect the new Major Light Boolean in S-101 two new S-101 checks are needed to ensure that this value is populated appropriately. Both would only be warnings.

For each Light All Around If Major Light is true and Value Of Nominal range is less than 10 NM.

For each Light All Around If Major light is false and Value Of Nominal range is greater than or equal to 10 NM.

Any comments would be appreciated on the value of these two checks, if agreed the full wording will be drafted.

New checks (x2) added in Annex C checks Edition 1.1.1 check IDs S-101_A_261, iS-101_A_262 issue closed.
