Reporting back should use interal ids for posts

There exists an issue with timeouts which can cause race conditions when reporting job results back. A job should use the following protocol:

• Submit the job with given job_id and secret token to report results back
• job id is set as an environment variable and as a tag on Unicore job in format "ilastik:"
• When the job completes it reports to results endpoint with job id and secret token.
