visual distinction in dashboard control buttons #26

controls for chart type vs energy type vs units should be visually distinct.

chart type should be most prominent control
energy type & units depend on chart type, should only show up where relevant (e.g. not when looking at map)

perhaps chart type control can be tabs, while energy type & units can stay buttons within tab?
