a bunch of layout & ui tweaks:

• using material design lite for scaffolding instead of bootstrap (main benefit = height lines up within rows)
• stuffing content into cards, for visual hierarchy
• new sidebar menu
• tabs for chart types
• spinner while charts load
• clean up chart controls

@philngo wana take a look?

I think this maintains all existing functionality & is safe to merge...tho my one hesitation would be the default theme for material ui components (haven't yet figured out how to customize the colors, so that we don't end up with the obnoxious teal & pink tabs)

Looks great, @cathydeng. The only little thing that I see that needs some tweaking before I can merge is the mouseover on the map. It looks like the mouse target is offset by a small amount, so that by moving the cursor around you highlight projects which are not exactly under the cursor.
