Add bubble hovers to annual savings and gross savings numbers #8
On the project block page, the annual savings and gross savings numbers could use some explanations. Where do they come from, how are they calculated? If we need more space to explain things, we could implement this as a "?" button with a hover that says "how was 'annual savings' calculated?", which, when clicked, shows a modal with an in-depth explanation and a link to the relevant portion of the eemeter package documentation.
