moving a tier-1 term to the proper directory #160

I noticed this tier-1 term got dropped in the incorrect directory. This move should automatically have the term appear in the tier-1 lists when the CI/CD rebuilds the website and downloadable artifacts.

Checking this with @LarryKunz to be sure it is indeed a tier-1 term, as it states within the file itself, but just in case ...

You're correct, Karsten. Tribe should be a tier-3 term. Thanks for catching this.
