Tests As Admin

• [x] you should see 'New FAQ' from the user drop down
• [x] create faq
• [x] drop down should now have 'View FAQ' and 'Edit FAQ'
• [x] edit faq, last modified should update

As User

• [x] drop down should not show new or edit FAQ
• [x] should be able to view FAQ, last modified date should match admins view / what is in console.

TEST for #160

• [x] load calendar page, only fetch_dates and current_user should load
• [x] navigate to other pages, js should not load

Had to bundle install to get tinymce gem before running migrations

Look like the Calendar javascript may need to be re-visited, as the dates and current do not load if you click "panda-pto" and you then have to click on one of the years. Leads to weird display shenanigans: https://cl.ly/a8f3199cb0a4
