Description of Pull Request

This will add a messages table that can be reportable, that allows Admins / Sups send SMS messages to users through Sharpens API

Test Plan

Pull branch and preform rake db:migration

[x] add vars to env
[x] run rspec
[x] add phone_numbers to user accounts to manually test sending messages from the UI.
[x] download report, 1 line per message sent should appear with no duplicate users or phone numbers

Deploy Instructions

[x] After Deploy migrate new tables and columns
[x] Pandashboard ENVs should mirror that of panda-pto-test
[x] After migration and ENVs are set in Heroku run rake sync_humanity_users in Heroku console to run a sync so user phone_numbers will import.
