Write UI Specs for BatSignal

[x] admins / sups should see and be able to click BatSignal Link to access page
[x] non-sups should not be able to access the page via direct link
[x] users w/o phone_numbers should have red background in agents table
[x] should be able to click users
[x] be able to enter text in message box
[x] alert should appear with # of agents being sent sms
[x] banner should appear
