Add note about CAP_PERFMON
Make it clearer that all 3 methods are separate ways of granting the required privilege, one does not need all of them
Simplify no-new-privs description
Make security impact clearer

Updated the PR. Hopefully it's now better, but feel free to change it as you wish (first change is typo fix).
