Add nsclient to Weblate

Remarks: Translation is done by npm run translate all not by gulp. Hope this OK too

In addition please let me know whether word.js is really needed by weblate. The guide suggests to use npom run translate all which creates a words.js. As the adapter is configured using jsonConfig admin I do not need the words.js at all - but I do not know how weblate is working. So I kept the file at time of writing this
