Correct a minor grammar error in template's README.rst. #199

This is very minor but in a template we should obviously avoid even very minor errors. I corrected this small word order error. I would be happy to contribute something more serious in this PR additionally, if you could point me to any valuable first issue.

Uh, I am a little surprised, since I only touched the README.rst in this PR. If you could point me to what to touch to fix this CI error with the missing Python 3.8 interpreter, I would be glad.
