USPTO PatFT and AppFT servers decommissioned on September 30, 2022 #61

Hi there,

following up on #48, we wanted to report that the USPTO introduced PPUBS, and deprecated PatFT, AppFT, PubEAST, and PubWEST ^1.

0d630f2462 has a corresponding fix, which restores document acquisition using USPTO PPUBS ^2.

It looks like the PPUBS server at ppubs.uspto.gov is protected by AWS WAF now, effectively making access difficult. Does this only happen in Europe and elsewhere outside U.S.?
