Default homozygous calling #101

by default, genotype model only considers homozygous calls
defaults to using 0.002 for read error rate instead of mean of qual scores
new FRS tag in vcf = Fraction of Reads Supporting genotype call

This leaves the question of default filter cutoffs for homozygous calling. Address this once we can reliably evaluate VCF files.
