Make pling pip- and conda-installable #19

Need:

pyproject.toml;
make a release;
push to pypi;
push to bioconda;

For these things, we would need to make pling public, not sure if you are both comfortable with making it public already @babayagaofficial @iqbal-lab

says this is in active development and has not yet reached release-state

I will be on holidays next week, so I'd need this just on the other week. But if it is for RH only, I think a pyproject.toml in the root dir while keeping this repo private might be enough. Will test...
