Make command to install bakta db #22

Bakta requires a database to run, seems easiest to make setting up the database its own command, like in Bakta itself (https://github.com/oschwengers/bakta#database-download)

This is a requirement to run Pling from annotation anyway, since bakta needs a path to the database. This is about making the initial predownload and set up of the database simple
