Standardize package strings #11

We need to make the generated package names conform to the format used in other iRODS projects.

The following components seem to be missing:

For example...

The deb package currently being produced for Debian 11 in this repo would be named "irods-auth-interactive-pam-client.deb".

The package being produced for Debian 11 in the metadata guard REP is named "irods-rule-engine-plugin-metadata-guard_4.3.1.0-0~bullseye_amd64.deb".

I think this is done. We can open new issues for other packaging issues we encounter.
