It produces two packages: one for the client wuth just the client-side plugin and one for the server which includes both the client and server plugins.

https://github.com/irods/irods_auth_plugin_pam_interactive/pull/21 supersedes this change (co-author credit was given to @ll4strw by @SwooshyCueb). I believe this can now be closed.
