[#26] Add build hook, remove builder containers #27

Build hook was copied from S3 resource plugin repository.

Also updated README instructions to point to build instructions from the development environment for using Docker.

Yep, packages are built. Can make adjustments if issues are found, but there's a long way to go yet. :)
