Load shape of empirical data to match simulations #1

Right now the number of samples per population is fixed and static for all populations, which is somewhat unrealistic. Should be allowed to have different sizes of samples, but this might complicate construction of the msfs.

Should load in from a list of momi style sfs objects, or a directory of SFS objects which have been dumped to files. The creation of the empirical mSFS should dictate the sampling for the simulations, for example setting npops, nsamples, locus # and length. Should be pretty straightforward.
