RotFM Make Secrets available to players

Is this something I was supposed to do, if so what ways? I suspect this was misconfigured JournalEntry only?

JournalEntryPage's Ownership is almost certainly only to secure the direct link. A large JournalEntry would otherwise probably explode the load time of the JournalEntry.
