add scripts directory
download all simulated PSFs
add script to rescale PSFs to pixel scale of corresponding science file
- PSF pixel scale stored in PIXELSCL
- use montage to rebin PSF according to new scale
assume this is the new input PSF, and it will be of the same pixel scale as the science file
update documentation
