I problem 'php is not recognized as an internal or external command operable program or batch file' #14

I use for window8 and xampp. me setting globals follow you example. Message 'php is not recognized as an internal or external command operable program or batch file'

path = %SystemRoot%\System32;D:\xampp\php

What should i do? ,please

PS. I basic write and read engling, sorry
