LCR: need text to clarify for user that outbound routing applies when you have > 1 carrier #244

Currently the panel looks like this image

Below "Outbound call routing" and above the filter, I would like to have some secondary text that says

"Outbound call routing is used to select a carrier when there are multiple carriers available"
