Outbound gateway is prevented from using a toplevel FQDN #335

Currently, one cannot save an outbound gateway with a DNS name that is a top-level FQDN:

I can't recall the initial impetus behind this, but we have run into cases where in fact the sip trunking provider we need to register with does use a FQDN, so this restriction should be relaxed
