As a developer I can create a list API view for spells so that all spells can be listed

Although this is marked complete, and is done, implementing usage of it on the site is beyond the current scope of the project. This API has been left available for future use and expansion

Due to ease of implementation and its similarity to other features in the sprint this was implemented during sprint 2
