As a developer I can create a list API view for tools and instruments so that they can be listed for the purposes of other parts of character creation accessing their lists

Although this is marked done and completed, it is currently not in use anywhere on the site. Implementation of this in the front-end was beyond the scope of the project in its current form. This has been left in place for future use or expansion

Due to ease of implementation and its similarity to other features in the sprint this was implemented during sprint 2
