USER STORY: Update Base Character API #38

As a developer I can create an update API view for character creation so that things that need to be added to a base character in character creation, such as a background (requires a character ID) can be implemented with the press of a single "Finish and Create Character" button

This API can also be used for other character update functionality, such as when someone wishes to go back and change their name, etc.
